All servers are currently down for the scheduled patch. Downtime is estimated as 7 hours, which would mean they should be back up by about 5pm Eastern time (2pm Pacific).
Besides the normal patch items, this one will also cover the level 1 character purge as well as guild maintenance. Any level 1 characters of yours that you haven't played in the last 30 days will be deleted. As for guilds; any guild on a server with less then 10 seperate member accounts will be deleted over the next little while, after which they said they will lift the moratorium on creating new guilds.
